Using the tele/microscope of history I can see once again the guidance of the ‘mob’. For them there is “YUGE’ money to be made in circumventing vice laws. There will always be people who want their booze, (Prohibition), and Cigarettes, drugs of all sorts.
The government makes their money off of taxes paid by the law-abiding. The mob makes it’s money off of those who want to ‘screw’ the government out of taxes. In the end it is the consumer of the vices of their choice who are the real losers.
Grow your own. If it’s legal to sell, then it’s legal to grow. The selling of bulk tobacco used to be controlled by tobacco base size, but they don’t do that any more.

I regret smoking, even after having quit for over 30 years I have a tinge of COPD.
Based on the proven health implications, I’d like to see the nation just get rid of tobacco altogether. I’ll likely get flamed for this, but tobacco smoking does represent a slow suicide for many, many people.
There is no easy solution, as tobacco will go underground just like alcohol did during Prohibition and like illegal drugs are now.
