Grow your own. If it’s legal to sell, then it’s legal to grow. The selling of bulk tobacco used to be controlled by tobacco base size, but they don’t do that any more.

Grow your own.

In 2008, I tried growing my own. I also ordered an e-cigarette just in case the plants didn't grow.
The plants grew to almost a foot high when the e-cig arrived on the slow boat from China.
After the first puff from that e-cig, I quit smoking after thirty years, and gave up on growing tobacco.

I still love the scent of burning tobacco, though.
Growing it is the easy part. The leaves must still be processed. Dried, cured and cut.
