The biggest problem with the Obama Administration is that they were utterly blatant about doing the surveillance and that their leaks to the press were equally blatant.
But, with the exception of Reagan (who was orders of magnitude better than the others), there weren't any innocent players. It's called the "Deep State" and the "Uniparty" for a reason.
