AP Interview: McConnell rejects Trump's foreign aid cuts

Senate Majority Leader Mitch McConnell on Tuesday shot down prospects for major parts of President Donald Trump’s budget, rejecting proposed cuts to foreign aid and medical research.

“Every president sends up a budget, and with all due respect to the current president, I can’t recall any time in which we have been sort of dictated to by either a Republican or a Democratic president,” McConnell said in an interview with The Associated Press. “We’ll put our own imprint on it, particularly with regard to overseas.” […]

“America being a force is a lot more than building up the Defense Department,” McConnell said. “Diplomacy is important, extremely important, and I don’t think these reductions at the State Department are appropriate because many times diplomacy is a lot more effective — and certainly cheaper — than military engagement.”

On another spending issue, McConnell said the politics of the moment mean Republicans controlling Washington won’t touch benefit programs like Medicare and Social Security, known as entitlements. …

Let's get something straight here Skippy. The government was taking money out of MY paychecks every payday and putting it into what they called my "Social Security Account" for 52 years. This was NOT MY IDEA. I could have been putting that money into my own accounts and therefore, you morons wouldn't have to refer to it as "benefits" and "entitlements". A**HOLE!

You may not work for Trump, but you do work for we the people. And we want the cuts. In fact, citizens across the political spectrum want to cut aid to foreign countries.

It's not a canard. In fact the Constitution does not spell out that the Executive Branch must spend the money that may have been appropriated.

The appropriations clause says:

No money shall be drawn from the Treasury , but in Consequences of Appropriations made by law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.

There is nothing that compels that the Executive Branch has to spend the money, but only that if it does it can only come from monies appropriated for it, and that it must be recorded and accounted for with receipts and made public.

You were TAXED, like the rest, for a “benefit” of political expediency (aka *ENTITLEMENT*), for which Congress has/had *NO* authority to promise, create, ‘collect’ nor ‘pay-out’.

Nor do you, or anyone else, have ANY authority, moral or otherwise, to demand for another to ‘repay’ for that which was illegally\unconstitutionally promised and squandered. To believe anything out of govt is a foolish venture.

In those 30+ yrs, one might have instead chosen to vote for those that were willing to return D.C. and the like to its rightful and Constitutional role, instead of the ‘lesser of 2 evils’.

The battle between ‘old’ and ‘young’ is going to be a popcorn moment. The ‘entitled’ retirees vs. the backs of those that would carry the debt.

The US Constitution reserves the power to tax and appropriate money to the Congress, not the President. Think of the President’s budget as suggestions or requests.
