They attach out of context or fragmented quote and push it to a main headline in a news cycle with a heavily edited video which in turn shapes narrative.

I believe they were conducting “surveillance” on the Russian embassy, and Kelly’s conversations with the ambassador got swept in. This I believe is quite legal. The leak itself was manifestly illegal.
