The White House is pushing for significant cuts to EPA programs and staff levels, giving a glimpse of how the Trump administration plans on devolving more control to the states.
The budget plan sent from the Office of Management and Budget (OMB) to EPA leadership calls for eliminating dozens of programs, including at least 16 that have to do with global warming and implementing former President Barack Obama’s climate agenda.
OMB also requested a 30 percent cut in grants to states and a 20 percent reduction in EPA’s workforce through buy-outs and layoffs. In total, President Donald Trump is calling for a roughly 25 percent cut to EPA’s budget — about $2 billion.
The cuts are laid out in a letter sent by William Becker, the executive director of the National Association of Clean Air Agencies (NACAA), to his group’s member state and local regulators. Becker said NACAA received the “pass back” budget information sent from OMG to EPA Monday, according to InsideEPA.

Several EPA liberals have said they would slow things down and not totally comply with that type of order...
If they don’t not immediately stop, Trump should fire them on the spot and reduce the EPA to maybe 10 people...
Actually, all he’d have to do is take down their telephones and internet capability, and they’d just be standing there for eight hours a day. That accomplishes everything necessary. They would all start to hand out resumes and pursue other jobs.
That will slow them down quite a bit. Being out of a job that is.

Once the President signs the executive order eliminating the program, the EPA is without any agency authority to act. The legal term for the agency attempting to act without the authority to do so is “ultra vires.” Any person subject to an “order” or regulation attempting to carry out that program is not legally required to abide by it.

Have the federal marshals physically remove the managers first (no union protection for them)—and take away their physical and computer access.
After that the cuts should proceed very smoothly...

Rollback all EPA regs to say 1995. Dismantle the EPA completely in the next 6 months. Any new regulations would have to pass through congress.
Get Carly to come in and start dismantling the EPA and other departments one by one, she would be great at that!

That’s a little confusing- It seems liek you are saying that the EPA are under no obligation legally to comply with his order?
