Paedophiles should not face jail for looking at pornographic images of children unless they are a physical threat to youngsters, says Britain’s most senior child protection officer.
Officers should instead focus on the most dangerous offenders who have access to youngsters or are directing abuse online, said chief constable Simon Bailey.

This is very alarming and he should be fired for this statement alone.
I see the judge’s point. Priority should be given to prosecution of the people actually directly abusing children.
REPORTING it should get you some kind of major reward.
Get to the root of who is making it by making sure it is reported.
Then chop them into tiny pieces.
He’s not talking about prioritization. He’s talking about legalization.
Where do you think child porn comes from? Are those kids not being abused? The idea that viewing child porn is a victimless crime is beyond naive.
