Perhaps it includes medical expenses, schooling, translators, school patrols to keep the rascals from beating up the Swedish kids on the bus; keeping the young boys from spitting on the nurses and teachers, etc.
As for the missing children - since most are boys and many are really young adults - perhaps they have already left for the ISIS killing fields?
