Actually, I would like to see Trump hold a series of State Department, CIA, Justice Dept, NSF meetings. At the meeting he indicates his full support for the new agency head he has appointed. Then he tells those gathered that there will be significant change and that many in the office and now working for the agency will be loosing their jobs.
Then ask them to contact their supervisors to report those that aren't committed to the core mission of the agency and are working against the President. If they feel that their supervisor isn't passing the information up the chain of command to go to their supervisor's supervisor until their reports are accepted. Then investigate the reports and make decisions about real versus false report. But fire enough so that people look up what a Roman Legion Decimation was all about and why it worked as group punishment.
