Whoa! From your first link, "101% total capacity"
One does not believe that we are getting the full, complete, and truthful story here.
Good wishes and luck to the Orovillians, (and those downstream along the Feather River.)

Are you familiar with the history of the 1955 flood in Yuba City and Marysville. The two towns sit at the confluence of the Yuba and Feather rivers. The Yuba river comes in at sort of an angle and the gubmint told everyone in Marysville to evacuate. The the levy broke on the west side of the Feather thereby flooding Yuba City. My friend was outside and heard it. There were 7 kids and the mom left at the house, the dad had been conscripted to sandbag. The oldest boy was a polio victim still on crutches and the next oldest boy was 12. They were quite poor and had just won a TV, but there was no room for the TV in the small station wagon. They put the TV on the sofa and left for the bay area. The water inside the house was almost to the ceiling of the first floor. For three days the Red Cross hunted for them and they were finally reunited. When they plugged that TV in, it worked! There were dead chickens everywhere.
It was a shock to everyone that the levy broke where it did. The neighbors lived in a brick house and did not hear the levy break, nor did they hear the deputy on the bullhorn trying to wake every one up. They were rescued from their 2nd story roof by helicopter, there were 600 that were rescued that way.
Sounds like de-ja-vu all over again.

BREAKING: Officials warn of collapse of emergency spillway at Oroville
FEBRUARY 12, 2017 4:44 PM PST
They have what they expect to be an imminent failure of the axillary spillway, said Mike Smith, a spokesman for the California Department of Forestry and Fire Protection. What theyre expecting is as much as 30 vertical feet of the top of the spillway could fail and could fail within one to two hours. We dont know how much water that means, but we do know is thats potentially 30 feet of depth of Lake Oroville.

Glad that you posted the image. As you mentioned in your videos, the “red” water is dirt being eroded. It’s eroding fast. A little on the left side too. But there may be new concern if the spillway structure farther up near the top starts failing. Then the dam itself won’t be relevant any more.

Trump has nothing to do with this.

BREAKING: Officials warn of collapse of emergency spillway at Oroville
By Ryan Sabalow
rsabalow@sacbee.com
Officials are warning those living downstream of Lake Orovilles dam to evacuate because of a risk that the dams emergency spillway could collapse.
They have what they expect to be an imminent failure of the axillary spillway, said Mike Smith, a spokesman for the California Department of Forestry and Fire Protection. What theyre expecting is as much as 30 vertical feet of the top of the spillway could fail and could fail within one to two hours. We dont know how much water that means, but we do know thats potentially 30 feet of depth of Lake Oroville.
The Department of Water Resources, which operates the dam, said in a 4:42 p.m. Twitter post that the emergency spillway could fail within the next hour.
Oroville residents evacuate northward, the Tweet said.
