Tabulate how much federal funding the city receives, then wave that in his face.
Here’s how Trump should deal with sanctuary cities:
1) Cut off all federal fund transfers to cities know to be in active defiance of immigration law
2) Wait until those cities begin cutting essential services (cops, firefighters, garbage collection, routine infrastructure repairs, etc,)
3) Begin offering cash rewards for tips leading to the arrest and deportation of illegals living in those cities. Even those who consider themselves progressives can easily flip when offered a cash incentive and watching their cities fall into chaos.
It’ll be fun.
It is interesting the assumption behind the rationale for not following the law i.e. illegals won’t come forward when involved with a crime. This presumes that illegals are people who will be involved with crimes.
This is even a bigger concern than blacks’ no snitch culture that gets little attention.
Maybe Eisenhower should have withheld money in Little Rock case? /sarc
If you search “City of Miami” and federal funding, you can find lots of documents. I found one PDF from 2015 that reports on a compliance audit of how they spent $44Million in Federal funding for grants. I suspect if you add entitlements, transportation funding and the like it will be significantly more.
The one thing these blowhard conniving liberals always forget now is that the federal government can make your life miserable when you’re on the losing team. Just making the controlling agencies force cities to obey all the compliance rules rigidly will seriously hamper the largess these cities spread for votes.
Not a very smart move.

Start charging the city’s mayor with federal crimes. Put the SOB in a federal pen. It’s overdue.
Governor Jerry Brown of California, arrest the SOB for violating federal law.
Can residents of Miami decide which local laws and regulations they will comply with? Inquiring minds want to know.

I’ve wondered the same. If Trump just threatens this, those mayors would come in line OVERNIGHT. There is something about a wall that the left just can’t deal with.

And when the media complains that it is heartless to deport illegal families Trump can Instead ship them all to the sanctuary cities.
Hell, they don't even need clothes.
I have concluded that the various mayors know that the with holding of funds will result in an immediate injunction and a lawsuit that will drag on forever essentially negating the order to with hold.
If I can fathom that, certainly the President can and has a strategy to prevent such action and cause the cities extreme distress.
It is going to be interesting to see this war play out.
The important thing to remember is to take the Florida Turnpike when you go to the keys.
Can you imagine Sean Spicer announcing at a press briefing that "Miami's withheld Federal funds for FY 2017 were used to build 22.7 miles of border wall in the Yuma area".
