Washington (January 24, 2017) Today, Senator Edward J. Markey (D-Mass.) and Congressman Ted W. Lieu (CA-33) and introduced the Restricting First Use of Nuclear Weapons Act of 2017. This legislation would prohibit the President from launching a nuclear first strike without a declaration of war by Congress. The crucial issue of nuclear first use is more urgent than ever now that President Donald Trump has the power to launch a nuclear war at a moments notice.

There is a scenario that goes like this: You’re walking down a street in a strange city and make a turn that winds you up in an alley. As you turn to retrace your steps there’s someone at the entrance who says they will kill you. When do you defend yourself? When they say will kill you? When they pull out a weapon? When they point the weapon at you? When they fire the weapon which at that point it’s too late.
