The farce is complete.
One week after a joint FBI/DHS report was released, supposedly meant to prove beyond a reasonable doubt that Russia intervened in the US presidential election, and thus served as a diplomatic basis for Obama's expulsion of 35 diplomats, yet which merely confirmed that a Ukrainian piece of malware which could be purchased by anyone, was responsible for spoofing various email accounts including that of the DNC and John Podesta, moments ago US intelligence agencies released a more "authoritative", 25-page report, titled "Assessing Russian Activities and Intentions in Recent US Elections", and which not surprisingly only serves to validate the media narrative, by concluding that Russian President Vladimir Putin 'ordered' an effort to influence U.S. presidential election.
Specifically, the report concludes the following:
We assess Russian President Vladimir Putin ordered an influence campaign in 2016 aimed at the US presidential election. Russias goals were to undermine public faith in the US democratic process, denigrate Secretary Clinton, and harm her electability and potential presidency. We further assess Putin and the Russian Government developed a clear preference for President-elect Trump.
What proof is there? Sadly, again, none. However, as the intelligence agencies state, "We have high confidence in these judgments"... just like they had high confidence that Iraq had weapons of mass destruction.
And while the report is severely lacking in any evidence, it is rich in judgments, such as the following:
- We assess Russian President Vladimir Putin ordered an influence campaign in 2016 aimed at the US presidential election. Russias goals were to undermine public faith in the US democratic process, denigrate Secretary Clinton, and harm her electability and potential presidency. We further assess Putin and the Russian Government developed a clear preference for President-elect Trump. We have high confidence in these judgments.
- We also assess Putin and the Russian Government aspired to help President-elect Trumps election chances when possible by discrediting Secretary Clinton and publicly contrasting her unfavorably to him. All three agencies agree with this judgment. CIA and FBI have high confidence in this judgment; NSA has moderate confidence.
- Moscows approach evolved over the course of the campaign based on Russias understanding of the electoral prospects of the two main candidates. When it appeared to Moscow that Secretary Clinton was likely to win the election, the Russian influence campaign began to focus more on undermining her future presidency.
- Further information has come to light since Election Day that, when combined with Russian behavior since early November 2016, increases our confidence in our assessments of Russian motivations and goals.
- Moscows influence campaign followed a Russian messaging strategy that blends covert intelligence operationssuch as cyber activitywith overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or trolls. Russia, like its Soviet predecessor, has a history of conducting covert influence campaigns focused on US presidential elections that have used intelligence officers and agents and press placements to disparage candidates perceived as hostile to the Kremlin.
- Russias intelligence services conducted cyber operations against targets associated with the 2016 US presidential election, including targets associated with both major US political parties.
- We assess with high confidence that Russian military intelligence (General Staff Main Intelligence Directorate or GRU) used the Guccifer 2.0 persona and DCLeaks.com to release US victim data obtained in cyber operations publicly and in exclusives to media outlets and relayed material to WikiLeaks.
- Russian intelligence obtained and maintained access to elements of multiple US state or local electoral boards. DHS assesses that the types of systems Russian actors targeted or compromised were not involved in vote tallying.
- Russias state-run propaganda machine contributed to the influence campaign by serving as a platform for Kremlin messaging to Russian and international audiences.
- We assess Moscow will apply lessons learned from its Putin-ordered campaign aimed at the US presidential election to future influence efforts worldwide, including against US allies and their election processes.
Or, as some have stated, just a regurgitation of already existing opinions and absolutely zero facts.
Some more highlights:
- Moscows influence campaign followed a Russian messaging strategy that blends covert intelligence operationssuch as cyber activitywith overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or trolls.
- We assess Russian intelligence services collected against the US primary campaigns, think tanks, and lobbying groups they viewed as likely to shape future US policies. In July 2015, Russian intelligence gained access to Democratic National Committee (DNC) networks and maintained that access until at least June 2016.
- Russian Propaganda Efforts. Russias state-run propaganda machinecomprised of its domestic media apparatus, outlets targeting global audiences such as RT and Sputnik, and a network of quasi-government trollscontributed to the influence campaign by serving as a platform for Kremlin messaging to Russian and international audiences. State-owned Russian media made increasingly favorable comments about President-elect Trump as the 2016 US general and primary election campaigns progressed while consistently offering negative coverage of Secretary Clinton.

Is the claim that the Wikileaks dump of clinton and podesta and DNC email was provided by Russia?
If not that, What?

There are “secret” reports we will never see describing the sources. Faith is required to believe that.
Assange claims the Russians didn’t do it. He has put out a reward for the killer of Seth Richards the murdered DNC apparatchik many think is the actual source. That is, the hack is really a pretty much ordinary leak
Being a long time FReeper conspiracy believer, I go with Wikileaks and dead Seth Richards. It is Occam’s Razor, the most simple likely hood.
You are right about the distraction. To have betrayal from within that cost untold years of lost power is a terrible catastrophe. The source had to be a terrible enemy. A friendly source is simply intolerable to consider.
Regarding payback. The Fox Panel was almost in agreement...... move on.
Since we routinely read Putin’s mail, what form can the payback take. If Putin actually did it, it was in effect payback for American cyber espionage.

Correct. The report deals with assessment of the leaks and attempts to influence the election. The damage that was done that everyone is complaining about was that the truth came out. The DNC and media are and have been colluding against primary challengers and against the RNC in the general elections to win. It was (still is) a rigged system.
Sounds like politics to me.... meh...

The combined intell report is all over the place.
Why would Putin and company want to hurt Hillary’s presidential campaign since she has always been so incompetent that she would be the Kremlin’s best ally because of self-inflicted damage (Libya, Syria, Arab Spring, etc)?
I would go along with a finding that the Russians hacked or tried to Hack the DNC and other governmental and private organizations and agencies. They have been doing it since at least the 1930’s, if not earlier. Read about the Venona Papers if you want to learn more (Haynes, Klehr & Vassilliev and and Romerstein & Breindel plus Romerstein & Evans, for a starter).
The Kremlin has had its agents and sympathizers inside the White House, Congress, the media and academia since the 1920s so why upset the information-gathering and disinformation dissemination programs already in place by doing something stupid such as helping Trump, to win?
Trump is feisty, a counterpuncher and his own man (for good or bad), but he’s much stronger as an American than is Hillary, Kerry and esp. Comrade President Obama (who never met a red he didn’t like or learn from).
If I were “KGB” Putin, I would do everything to stop Trump, not help him.
Now, taking the other view, Putin and the Boys in the Kremlin may have thought that since Hillary was so unstable that it would be better to try and work with/against Trump by having him “closer” rather than “farther” away from the diplomatic table.
The Soviets often played both sides of the street at the same time with plans that either strategy would be a “winner” for them. They are not dumb, these Boycheks. I have a great deal of respect for their abilities to make trouble and undermine our society.
We should all assume that with our national lack of awareness, esp. among the political organizations and some branches of government (remember the OPM hacking?) of cybersecurity, and the incompetence of the Dept. of Homeland Security (they fired people who raised alarms about our weaknesses), that our enemies have been and are going to attack us in every way possible.
The Intell community could be right on their assessments of what supposedly happened (it is rightfully classified for security reasons but their PR program has been a total failure). They could be wrong, or they could be in the middle somewhere.
First you have to acknowledge who the “enemy/enemies” are before you can formulate counterplans and strategies. Under Obama, who liked to surrender or retreat as much as he liked to play golf, the US was thrust backwards in terms of proactive intelligence planning and ops, with the greatest setbacks being in Iraq and Iran, Libya, now Syria, No. Korea, Red China, and the Russian Empire.
I hope that Trump’s team will reverse Obama’s surrender policies and get back in the game of games, again, with a vengeance and “smarts”.

Hillary will try if her health permits it. Rest of the Dem party will move on to somebody else, most likely Liz Warren (less plausible Michelle O), can't think of any 'completely fresh face' that will burst onto the national stage like another Obama comet.
They don't concern about the LIKEABLITY, they have THE MACHINE to run rough shot over us. I don't think they learned (or wish to learn) anything from the Trump victory. How they oppose Trump will tell us everything.
