The American presidency has historically been accorded a unique place in national and international politics. The office combines the head of state with the head of government, which no other major nation has done. Moreover, we have retained the "Lame Duck" period between national elections, again something that no other major nation has done. Finally, Congress has granted (I would argue beyond its power to grant) effective quasi-legislative powers to the president through a variety of means.
Americans today see, in the hands of an infantile and dumb man like Barack Obama, just how dangerous that can be. His recent designation of various areas as protected from exploration for energy and other mineral wealth after his party lost all power in Washington is evidence of the need for immediate change.
While it would be best to simply remove all quasi-legislative power from all federal independent regulatory agencies, all executive agencies, and the president and to require, instead, that actions with the force of law be made only by Congress and no one else, that may not be possible until the political power of constitutionalism is stronger.
One reform, however, that Congress clearly should pass as soon as President Trump is sworn into office is the Lame Duck Restraint Act. This statute should repeal all quasi-legislative actions, like designating areas as national monuments, if taken by a president between a presidential election and the new president being sworn into office.
This should explicitly repeal all actions taken by President Obama between the November election and Obama leaving office. Republicans should note in passing this new reform that it will also bind all future presidents from using the "Lame Duck" period to do things which would have been dared if before an election.

Filling in for Rush, Mark Steyn pointed out that when other countries have elections the new regime takes power more or less immediately.
Waiting till January 20 is an anachronism from the last century.
IMO, it should also restrain Congress. They shouldn’t be able to pass “lame duck” legislation, either.

Yes, but we have had a history of transitions with no problem. We have one juvenile no class administration and we need a law? I think the world laughter and ridicule is way better and will probably restrain more than any law could. Face it, Obama has been revealed to the entire world as a child man who can’t handle the levers of power

Aye, though that would really apply to one side as conservatives do not tend to act vindictively and scorched earthy, libs after losing go into revenge at all costs mode. Democrat Motto: Cheat to win, or ruin it for everyone else.
Actually an anachronism from over two centuries ago. Back to a time when the infant United States was a vast empty space with tiny towns (by our modern standards) connected by rutted dirt roads that took days or weeks to traverse by horse driven carriage. Especially in the spring during mud season when the horses would be ankle-deep in mud and often get stuck requiring everybody to get out and push. Miserable.
These days, President Elect Trump can have his breakfast at Trump Tower in NYC or Mar-a-Lago in Florida and be working at the Oval Office at the White House before lunch is served.
The 11 weeks between Election Day and Inauguration Day is torturous and there is no need for it. Cabinet members can still be vetted and confirmed in the same time frame but it's important to get the new president in office ASAP so we don't have all the lame duck inactivity in between.

The best plan is to stick to the original plan, the US Constitution, which says that Barack Obama cannot be President as he is not a natural born citizen. He told us that he was born a British subject due to his foreign national father. One cannot be a British subject and a natural born citizen.

This is the most dangerous period in the history of our Republic with Jughead working to the very end to destroy our way of life. I think their should be limits to lame ducks and the time between election and change of power needs to be shortened.

Unfortunately, that would make it an “Ex Post Facto” law and thus forbidden by the Constitution.
For over 200 years, this country has observed a peaceful transfer of power, a testament to the faith our Founding Fathers had in the peoples’ ability to govern themselves. It took a vindictive socialist Muslim to change all that and force Congress to enact safeguards against such a man.

Not really ex post facto since Congress has the power to undo the president’s orders in these areas.
Congress was pretty good about it in 2010, when Ozero wanted to pass the Dream Act and they didn’t. Of course he did it anyway but that can be revoked.
But maybe it’s a good idea to include Congress. There would have to be some distinctions between various laws.
A new President still has to pick a cabinet, so there probably still need to be a little time to transition. Maybe not all the way to the 23rd or whatever, the new president can probably start on New Years Days 1/1
Congress & Senate. There is no reason a new congressmen can’t start the following day or the following Monday at the very latest. Congressmen that lost elections or are retiring should not be voting on new laws.
