It is a crime to try to force new issues of state on behalf of the United States.
McCain is not the Secretary of State, and he is not answering to, or operating on behalf of the president in an official capacity.
This is actually actionable, and with nuclear weapons involved, he has gone way over the bounds of what is permissible.
Donald Trump destroyed McCain for good early in the campaign when he said that McCain is no hero. Some of us considered it blasphemous at the time, and Trump could certainly have used better wording, but he knew of what he spoke.

I have felt that way for many years.
What bothers me about that scene is that there is no context at all really.
Why? You won the Cold War, destroyed their country, their pride the USSR. etc. Anyway, they see it this way and deep within they're dying to avenge this. The Russian soul is quite different than yours. While you are intelligent and logic with empathy they are intelligent also logic but that's all. They'd lose lots of lives rather than lose any battle and surrender.
I think John Mc Cain is one of the few who understands and actually his warnings look like talking to happy ostriches. (An ostrich hides its head in the sand which prevents it from seeing the danger)
