Terrorism is something I think about in terms of its impact on the populace. I think it can hurt the economy and scare people.

That said, I once heard a terrorism expert explain that the best way to avoid being hurt while outside of your home is to wear a seat belt. You have a much greater chance of being hurt in a car accident that you ever will have being a victim of terror.

I think that is what this guy is trying to say.
