President Barack Obama is expected to move to indefinitely block drilling in vast swaths of U.S. waters by invoking a provision in a 1953 law that governs offshore leases.
The announcement is anticipated as early as Tuesday, people briefed on the plan told the Associated Press. The White House declined to comment to the AP.
The law allows a president to withdraw any currently unleased lands in the Outer Continental Shelf from future lease sales. There is no provision in the law that allows the executive's successor to repeal the decision, so President-elect Donald Trump would not be able to easily brush aside the action.
Trump has vowed to open more federal land to oil and natural gas production in a bid to boost U.S. output. Obama's move would essentially put most of the Arctic and Atlantic oceans permanently off limits, though the prospects for drilling in the affected areas in the near future were already questionable.

Obama’s just making it more likely that President Trump will rigorously investigate Obama’s birth, his certificate and whether he really qualified for the office. The blow back will roll right over the Obamas so hard, no one will want to be seen associating with them.

Trump will need amazingly thick skin. The Left will revile him and his family every day for the next eight years no matter what he does. I feel sure he realizes the nastier they are means he’s doing his job correctly, and will therefore enjoy it.

He doesn’t have to bypass the 1953 law. The executive order dies when Obama leaves office.
I’m afraid if not explicitly stated as irrevocable, then its just an executive action.
In the past, presidents altered the decisions of their predecessors to bar drilling from selected areas, but they have never completely eliminated those bans.
I think Trump should act to open up the OCS first and then fight the lawsuits for as long as it takes. One problem will be attracting companies to bid while the legal fight goes on. Obama and his co-conspirators are betting that they can tie this up in court for years.

What the media is going to do is exactly the value of DJT. He is beholden to nobody and he is not interested in employment after he leaves office. Instead of quivering in fear of what the media thinks of him, he will go about doing what is necessary.
The key is to open our oil to the maximum production. Export oil and gas. Import only Canadian and Mexico oil (we will then own their economy). Bring Saudi and Russia to their knees with low priced oil. Saudi rulers only stay in power because they pay their Mullahs. When the wolves are at their door watch them change tunes. Roll back all the stupid rules that drillers must follow.
What is blocked can be unblocked.
