Because some WH flunky decided to mess with the right wing. They had the time, the opportunity and the tools. Adobe could do the scan and provide the layering using the OCR function. It's a very simple function to turn an uneditable scan into an editable document. It's not perfect so some letters and boxes are converted to editable and others are not.

I am just practical and rarely waste my time on manufactured conspiracies. I carefully considered the entire BC issue based on all the evidence in 08 and decided back then that it was a lot of nothing. I got attacked back then far worse than now, so I really could care less what you think I am.

I can agree with that, but is using the birth certificate the best way to do that? shouldn’t it be on all the corruption and all the special deals? The lawlessness of this administration, the persecution of it’s citizens with the weight of the federal government behind it?

As we know, the larger percent of all regulatory, legislative, judicial folk are in the tank for the left (oath breakers all). Krauthammer’s “fe11ating press” is on their knees for their masters (faithless journalists). The larger part of the active-ish electorate (Romney’s 47%) is almost completely brainwashed by a multi-generational indoctrination (education) system.
If this was to pick up steam to the point where it would have to be covered by the “FP,” there would be ample and additional opportunity for the current administration to “crack down” on “””fake news””” or maybe even further if enough folks became agitated over the information.

That is exactly what would have had to happen. There are too many identical characters. On the other hand, the Obama administration has never proven to be competent. Occam’s razor, it’s just another one of their screw-ups.
