They can’t count the States that they are doing recounts which will deny Trump the 270 votes.
I don’t understand Michigan after it was already certified?
They should just ignore this federal judge or appeal it.

They can’t count the States that they are doing recounts which will deny Trump the 270 votes. If a state isn't certified by the Electoral College, isn't one option to subtract that state's EVs from the total of 538, producing a lower 50% mark to win the election?

If Trump needs 270 votes to win and he doesn't get it, then the election goes to a special Congressional vote in a House of Representatives dominated by Republicans.
If Trump only needs a majority of the electoral votes that are actually certified by December, he wins outright.
Michigan's vote has already been certified. If they push the recounts past the deadline then the certified count will stand.

He doesn’t need 270 votes. He only needs a majority of the electors appointed.
