Our constituents experience the consequences of the federal government’s missteps, delays and funding shortfalls and it is not only rewarding when we’re able to successfully intervene on their behalf, it is our Constitutional duty to do so responsibly and transparently.

One of the first big Constitutional battles was over "internal improvements". The question was: Does the Constitution allow the federal government to "improve" things? Can the feds build roads, bridges, canals, etc? or is that up to the States?

I maintain that they got it wrong: There is no Constitutional duty for Congress to build stuff for the folks back home. But perhaps block grants to the States would be allowed so that the State can intervene on behalf of the citizens. But block grants are not earmarks for cronies.

Interestingly enough I think that Obamas mishandling of the Okechobee infrastructure contributed to the Dem defeat by suppressing turnout among Dems in South Florida. That and his mishandling of the Zika epidemic.

He is lawyer and and a government careerist. This is from his website

“As a Member of the Appropriations Committee, in addition to working to ensure Florida gets its fair share of funding for important environmental projects, Congressman Rooney has introduced legislation to address the need to expedite repairs and construction of the Herbert Hoover Dike as well as fund Comprehensive Everglades Restoration Program projects.”

I would like to have Ohio’s natural forest restored and maybe a few more lakes created as well. Maybe the rest of you can chip in and help it happen? Oh never mind, we will get our con’critter to just take it from you.
