Trump can resolve the whole clean waters regs and anti-coal regs easily. There is pending litigation. His new EPA director can settle the litigation on terms that gut the regs and that prohibit the EPA from introducing further such regs.
A settlement would be signed as an order by a federal judge so it would bind future EPA’s.
