For the ‘in your face’ move, how about an Executive Order that the IRS shall not enforce the “tax/penalty” on not being insured.
I frankly don’t care if that wouldn’t be a legal EO, in this particular case.

Keep in mind 2 things that will give Trump the Trump card:
1. On March 15th the Debt Ceiling comes back and it will effectively shut off all deficit spending unless both houses of Congress and the new President agree to some new law.
2. The ObamaCare law did not originate in the House of Representatives. It specifically does not give the IRS the authority to collect or prosecute anyone on the penalties for ObamaCare. I believe that there have been three types of people who have been paying the ObamaCare fines - (a) those getting the subsidies as they signed away their rights to not pay the fine, (b) those who pay more in estimated taxes and witholdings than they actually owe so the IRS deducts this from their return, (c) those who voluntarily decide to fill out the IRS form and send in the extra money for the penalty.
Now there is a way that the IRS could start collecting the ObamaCare penalty from those who don’t have sufficient withholdings and estimated taxes. It would be to get a new law passed that starts as a Bill originating in the House of Representatives. And even then they’d have to do it within 3 years of the due date for tax filings. So keep that in mind as you shriek with terror from this day forward on whether or not you should worry about the IRS enforcing the “individual mandate” in case you find a more affordable alternative to getting an “Affordable Care Act” health insurance policy ;)
