No,he could not single handedly lock her up.But he could instruct his AG to appoint an Independent Counsel and if he/she refused he could fire him/her.

Defuses the meme that Trump is playing judge and jury, while at the same time acknowledging there are legal matters for Hillary that need to be prosecuted. I like it. I think this, plus the anti-religion bias, plus the alienating Bernie supporters should be constantly pushed into the news.

You’re right, Ms Conway, it isn’t up to Mr. Trump whether Clinton is jailed. It would be up to a jury or a judge after a fair trial, which was preceded by a thorough investigation into the entire email fiasco by a congressionally-approved Special Prosecutor.
But you know what, Ms Conway? It is up to President Obama whether he grants Clinton a blanket pardon and makes all of this go away.

Nice strawman. He said he would direct his Atty General to appoint a special prosecutor.

Trump upped the ante today. He has been saying he would appoint a special prosecutor for the witch, and today he has begun adding that he will add one for the "investigators" too - meaning Lynch and Commie. Have a fair trail, then lock them up and throw away the key. Every day they should thank the Lord God Almighty we did not Ceaușescu or Mussolini them. Then, half the media and her staff should face RICO charges. The corruption needs to stop.

He can’t. That’s true.
His Attorney General can make it a top priority to investigate the Clinton Crime Syndicate.
He can determine probably guilt, issue indictments, and prosecute her to the full extent of the law.
Anything that the statute of limitations hasn’t expired on, should be fair game.
I hope some of the rape victims saved bodily fluid samples.

Conway: It's Not Up to Trump Whether Clinton Is Jailed He said he'd appoint a Special Prosecutor, and as long as it's not Ken Starr, then it's a slam dunk!

He is correct.
It is first up to a grand jury to indict and then to another jury to convict.
But just getting to the discovery process might be worth while.
Might have to lock up half of DC after it is done...
But it is all wishful thinking. Won’t happen.

“Well I don’t know what’s out there,” she said. “There’s no way for me to know what is and isn’t out there. I only know what I read. And so we’ll deal with them as they come, we’ll have to find out what is on there, and what the context was.”
not reassuring...

"It wouldn't be up to him whether or not she goes to jail. That would have to be fully adjudicated through the regular channels like it would be for anyone else," Yep. If, and only if, the chief executive orders that the adjudication take place. Which 0bama, in complete dereliction of his duties as President, has not done.
