When Donald Trump threatens to lock up Hillary Clinton if he were president, he's merely "channeling the frustrations of millions of Americans" and doesn't ultimately have that power, his campaign manager suggested Wednesday.
"It wouldn't be up to him whether or not she goes to jail. That would have to be fully adjudicated through the regular channels like it would be for anyone else," Kellyanne Conway said on ABC's "Good Morning America."

No,he could not single handedly lock her up.But he could instruct his AG to appoint an Independent Counsel and if he/she refused he could fire him/her.

Defuses the meme that Trump is playing judge and jury, while at the same time acknowledging there are legal matters for Hillary that need to be prosecuted. I like it. I think this, plus the anti-religion bias, plus the alienating Bernie supporters should be constantly pushed into the news.

In the left’s lawless world of course Trump could lock her up just like how Hillary locked up the awful internet video maker.
The left doesn’t understand law and order so they genuinely tilt their head to one side like a dog when someone suggests it.

While I could easily be wrong, I don’t believe that a pardon can be granted without a conviction having occurred.

You’re right, Ms Conway, it isn’t up to Mr. Trump whether Clinton is jailed. It would be up to a jury or a judge after a fair trial, which was preceded by a thorough investigation into the entire email fiasco by a congressionally-approved Special Prosecutor.
But you know what, Ms Conway? It is up to President Obama whether he grants Clinton a blanket pardon and makes all of this go away.

(The Hillary indictment will have to come from us.)
To: Bob
Ford issued a blanket pardon for Nixon even though Nixon was never even indicted -- let alone convicted.
This whole story is irrelevant because Obama will issue similar pardons to anyone involved in the Clinton escapades, regardless of whether she wins or loses the election.

Not if the IA gets implicated himself. And from what I see on WikiLeaks he can be indicted too.

Ford pardoned Nixon as his first act upon taking office in 1975. At that point Nixon had been convicted of nothing. POTUS can absolutely issue them pre-emptively.
