I wonder how many rounds were expended by the cops? If the number is minimal, then HOPEFULLY they meant to wound instead of kill so they could extract some info from him, but if the round count is upwards of say 25 rounds and if that's the case, it was likely upwards of 100 rds, then even hitting him in a nonlethal area was a matter of luck. Typical. Training ammo just ain't in the budget.
