Back in my day this would have been handled during a Chief Petty Officer Disciplinary Review Board (CPO DRB) and would have never needed to head to XOI or mast...In my day, DRBs cured A LOT of stupid and didn’t ruin the Sailors career...but that was a different time apparently.

It does not "enshrine" slavery. It alludes obliquely to the fact that Hessian mercenaries ("hirelings") and escaped slaves who had been promised freedom in exchange for fighting against American independence ("slaves") would rue the day.
