Not sure if it’s true, but I’ve read that your location can be identified even if your cell phone is powered “off”. Removing the battery is the only way to defeat the location tracking/ID.

What’s telling is the article talks about being used in other cities with no mention of use at the Mexican border. Imagine this technology at the border observing the hordes of illegals.

This is what the described the blimp as:

“An unmanned JLENS blimp has come unmoored at the Aberdeen Proving Ground, in Maryland near Baltimore. (That’s “Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System,” which explains why they use the acronym.) The blimps—technically aerostats, which are helium balloons tethered to the ground—are stationed at the Army facility, where they can detect cruise missiles, airplanes, drones, and vehicles on the ground, with a range of 340 m”

IIRC, there were also blimps over Baltimore doing persistent tracking.
