Not sure if it’s true, but I’ve read that your location can be identified even if your cell phone is powered “off”. Removing the battery is the only way to defeat the location tracking/ID.
What’s telling is the article talks about being used in other cities with no mention of use at the Mexican border. Imagine this technology at the border observing the hordes of illegals.

What is your opinion on purpose behind the blimp operation.
This is what the described the blimp as:

I’m guessing that it’s another part of SKYNET’s web, tracking everyone and everything.

IIRC, there were also blimps over Baltimore doing persistent tracking.
