And it will run up the cost of everything delivered by truck as well as bus fares ... oh, wait I bet the feds expect drivers to take a cut in pay.
CA truck speed limit is 55mph while autos may go 70-75, which is a thrilling 15-20 speed difference.
They are being very successful. They have trashed the economy to the point that younger generations cannot afford cars so they have lost interest in them and with liberal education they are content to have government supply their transportation.

Trucks in Germany, unless they are carrying certain cargo, are required to park on Sunday.
Keeps the traffic down I guess.

I bet the company making the devices have reached a point where their market is leveling off or decreasing.

And medical diagnosis based on a questionnaire is equally criminal.
A lot of the major freight companies already run tractors with governors that keep the speed to 64mph max - for both safety and fuel conservation reasons. A good friend drives for a major carrier, and has learned to live with it, though he sure doesn’t like it.
At the same time, plenty of the big freight companies appear to not use governors - I’ve seen some tractor-trailers doing 80 or more.....
But it does have a black box event recorder, as does pretty much all post-2000 vehicles. And if it is a GM vehicle, even if you ordered it with nothing the government can locate it at any time using systems already installed in your vehicle.

It will not kill trucking. Change it, yes. Goods will still ship albeit at lower speeds and higher prices. It will somewhat increase the need for more trucks and truck drivers and thereby propel the development of driverless trucks.
It will be another government enforced miss allocation of resources .
It will,also soften the rest of society for,similar regulations on the rest of us.
