Clinton Foundation - Programs:

The Clinton Foundation works with businesses, governments, nongovernmental organizations, and individuals to improve global health and wellness, increase opportunity for girls and women, reduce childhood obesity, create economic opportunity and growth, and help communities address the effects of climate change by implementing programs, facilitating opportunities and forming creative partnerships. The Clinton Climate Initiative (CCI) collaborates with governments and partners to increase the resiliency of communities facing climate change by creating and implementing replicable and sustainable models that foster cross-sector collaborations. The Clinton Development Initiative (CDI) develops and operates agribusiness projects that empower smallholder farmers to increase their economic potential. In Malawi, Tanzania, and Rwanda, CDI integrates commercial farms with outreach to smallholder farmers to increase access and allow them to participate equitably in local markets. Since 2010, the Clinton Foundation has funded projects in Haiti, including relief funds as well as funds focused on sustainable development, education, and capacity building programs. The Clinton Global Initiative (CGI) convenes leaders from the private sector, public sector, and civil society to create and implement solutions to pressing problems around the world. The Clinton Health Access Initiative (CHAI) works to address the HIV/AIDS crisis in the developing world and strengthen health systems there. The Clinton Health Matters Initiative (CHMI) works to improve the health and well-being of people across the U.S. by activating individuals, communities, and organizations to make contributions to the health of others. The Foundation also runs the William J. Clinton Presidential Center and Park, an educational and cultural venue offering a variety of special events, exhibitions, educational programs, and lectures throughout the year. The Foundation’s Too Small to Fail program aims to help parents and communities take meaningful actions to improve the health and well-being of children ages zero to five. Finally, the No Ceilings project is an initiative to advance the full participation of girls and women around the world.

For the year ended December 31, 2014, the Foundation's consolidated program expenses (which includes the Clinton Health Access Initiative - CHAI) were:

Conclusion

Clinton Foundation / aka Bill, Hillary & Chelsea Clinton Foundation does not meet the following 3 Standards for Charity Accountability:

Standard 4 - Compensated Board Members
Not more than one or 10% (whichever is greater) directly or indirectly compensated person(s) serving as voting member(s) of the board. Compensated members shall not serve as the board's chair or treasurer.

The Foundation does not meet this Standard because:

• The organization states that the current chair is compensated as an employee of the organization.

Standard 6 - Board Policy on Effectiveness
Have a board policy of assessing, no less than every two years, the organization's performance and effectiveness and of determining future actions required to achieve its mission.

The Foundation does not meet this Standard because:

• It does not have a written board policy that commits the organization to complete, no less then every two years, an assessment of its performance and effectiveness and of determining future actions required to achieve its mission.

In response to this finding, the Foundation states "Management intends to present to the board for its consideration, at the September 2016 board meeting, a proposal to adopt a written policy of assessing, no less than every two years, the Foundation's effectiveness."

 

Standard 7 - Board Approval of Written Report on Effectiveness
Submit to the organization's governing body, for its approval, a written report that outlines the results of the aforementioned performance and effectiveness assessment and recommendations for future actions.

The Foundation does not meet this Standard because:

• The organization reports that it has not completed an effectiveness assessment but indicates it plans to do so,

In response to this finding, the Foundation states that "Management expects to present an effectiveness assessment to the board for review at the next board meeting in September 2016."

 

Note: In reaching the conclusion that the Foundation meets Standard 1, which addresses board oversight, the BBB WGA sought additional information about travel expenses. The organization confirmed that it did not incur travel expenses for any engagements in which the Clinton family personally benefited through speakers fees. Additionally, the Foundation explains that an unpaid, voting member of the board of directors serves as the chair of the audit committee which oversees the charity’s finances.

How to hide the real use of money in a charity? Have programs that are so broad that expenditures can be called 'charitable giving' no matter what they are actually spent on.

Take for example "...work with...governments...to improve...health and wellness..."

An accountant can drive a truck through that.

And this is probably why Charity Navigator no longer even attempts to rate the Clinton Foundation. Anything can mean anything.

It truly does depend on what the meaning of 'is' is.

The bottom line is that as of May 2016, the Clinton Foundation was not meeting the standard of BBB's charity rater, Give.org, because it could NOT measure effectiveness.

Clinton Foundation / aka Bill, Hillary & Chelsea Clinton Foundation does not meet the following 3 Standards for Charity Accountability:

Article 1 Section 9:

No title of nobility shall be granted by the United States: and no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state

The Constitution doesn’t say that it’s OK for a Secretary of State to accept money from foreign countries, it says that it in not allowable unless Congress acts to approve it. Hillary started the SoS gig when the Democrats dominated Congress in the time frame when Obamacare was passed. She would have had easy sailing to get this approved, if she made a showing that the foundation was in the public interest.

Hillary did not submit her plan to Congress for the same reason that she used that infamous private server. She did not want accountability because her plan would stand the light of day.

Everything they’ve always purported to have achieved are in broad generalities. NOT ONE THING can be pinned down. Look at any of the several websites of the 7-8 offshoots of the original foundation.... See anything about the United States? I would give almost anything to see some success stories in this country - one of the tentacles is applicable to the US but where is the work being done or where has it been achieved?

You’ll find lots of reports of what’s being done in the far reaches on the continent of Africa where no one can validate or verify the work. Nearly always it’s Africa. Do you suppose the blacks Hillary is appealing to here realize how UNimportant they are to her compared to the LESS fortunate in some bush country in Africa???

Their accounting firm can file all the tax returns that are required but does anyone in the IRS ever ask for proof the projects even exist? Such a deal!

It’s past time for someone to get serious about getting answers. Judicial Watch can’t do it alone!!! We can all hope and pray for the sake of keeping our country that the U. S. Attorney of the Southern District of NY can draw some blood!!
