Standard 4 - Compensated Board Members
Not more than one or 10% (whichever is greater) directly or indirectly compensated person(s) serving as voting member(s) of the board. Compensated members shall not serve as the board's chair or treasurer.
The Foundation does not meet this Standard because:
Standard 6 - Board Policy on Effectiveness
Have a board policy of assessing, no less than every two years, the organization's performance and effectiveness and of determining future actions required to achieve its mission.
The Foundation does not meet this Standard because:
In response to this finding, the Foundation states "Management intends to present to the board for its consideration, at the September 2016 board meeting, a proposal to adopt a written policy of assessing, no less than every two years, the Foundation's effectiveness."
Standard 7 - Board Approval of Written Report on Effectiveness
Submit to the organization's governing body, for its approval, a written report that outlines the results of the aforementioned performance and effectiveness assessment and recommendations for future actions.

Note: In reaching the conclusion that the Foundation meets Standard 1, which addresses board oversight, the BBB WGA sought additional information about travel expenses. The organization confirmed that it did not incur travel expenses for any engagements in which the Clinton family personally benefited through speakers fees. Additionally, the Foundation explains that an unpaid, voting member of the board of directors serves as the chair of the audit committee which oversees the charitys finances.
Clinton Foundation / aka Bill, Hillary & Chelsea Clinton Foundation meets the remaining 17 Standards for Charity Accountability.

An accountant can drive a truck through that.
And this is probably why Charity Navigator no longer even attempts to rate the Clinton Foundation. Anything can mean anything.
It truly does depend on what the meaning of 'is' is.
The bottom line is that as of May 2016, the Clinton Foundation was not meeting the standard of BBB's charity rater, Give.org, because it could NOT measure effectiveness.

You know what the Clinton response will be: we fully meet 17 out the 20 standards and we are working on the last 3 right now. 17 out of 20 is pretty good (a solid B+ in school). And the media will push that meme endlessly and at least half of the brain-dead American electorate will shrug and go back to pre-season football.

The Constitution doesnt say that its OK for a Secretary of State to accept money from foreign countries, it says that it in not allowable unless Congress acts to approve it. Hillary started the SoS gig when the Democrats dominated Congress in the time frame when Obamacare was passed. She would have had easy sailing to get this approved, if she made a showing that the foundation was in the public interest.

Hillary did not submit her plan to Congress for the same reason that she used that infamous private server. She did not want accountability because her plan would stand the light of day.

Everything they’ve always purported to have achieved are in broad generalities. NOT ONE THING can be pinned down. Look at any of the several websites of the 7-8 offshoots of the original foundation.... See anything about the United States? I would give almost anything to see some success stories in this country - one of the tentacles is applicable to the US but where is the work being done or where has it been achieved?
You’ll find lots of reports of what’s being done in the far reaches on the continent of Africa where no one can validate or verify the work. Nearly always it’s Africa. Do you suppose the blacks Hillary is appealing to here realize how UNimportant they are to her compared to the LESS fortunate in some bush country in Africa???
Their accounting firm can file all the tax returns that are required but does anyone in the IRS ever ask for proof the projects even exist? Such a deal!

If I put a hundred thousand in some 3rd world politician’s pocket who said “I want to improve health and wellness”, then that is “working with governments” isn’t it?
And I get to count it as charity, and as a charitable outreach of my foundation as opposed to an overhead expense, don’t I?
