The Jacksonville Sheriffs Office has identified a man killed in a dog attack as 83-year-old Michael Downing. Downing was killed by his neighbor's dogs at about 4 p.m. Friday, officials said. The hole in the fence where witnesses said the dogs came through is now boarded up. Witnesses Mackenzie Partin and Eddie Edwards said Downings body may have been dragged into the dogs yard because they saw his body on the other side of the fence.
The Franklin Arms apartment community is mourning the loss of Downing, whom they described as a helpful neighbor and happy man. He always had a big smile on his face, said neighbor Mark Jones.
Police roped off an area near the Dumpster where Edwards and Partin spotted the body. By far it's probably the worst thing Ive ever seen in my life, said Partin. There was only 30 percent left of his body probably. Partin said Downing was dismembered and barely recognizab

Never trust any dog. Ever. Never owned one, never will.
Why, the lovely, “bold new city of the south”, here in sunny Florida.
I’m a cat guy...and I like it that way.
.
Being a surveyor, I’ve been in countless back yards.
Many have dogs, and the only ones I have ever had difficulty befriending have been chows.
They are aggressive, and bred for fighting. Not real smart, either.
You were a VERY SMART pet AND baby parent, people KNOW when their animals are VICIOUS they know!!! You my friend did the right thing as hard as it was for you, you deserve to be commended!!!
Why weren’t the dogs put down?
I was afraid of that. Of all the places I’ve lived, I liked Jax the best.
Some idiot on my block has a Presa Canario. It is seven month old and the guy can barely control it. It seems overly friendly now, but I told the wife to be careful with all the kids.
The dogs’ owner should be charged with manslaughter at a minimum.
That’s what I was wondering too. Did the old guy die of something else, and the dogs just did what dogs do.
Whatever the cause of death, these dogs were eating and dismembering a human. They have been taken away, probably will be euthanized either way. Very sad thing all around.
A friend of mine had a chow until it took her 3 year olds scalp off .
Friend of mine had a chow. Another friend went to pet it and it mutilated her hand to the point where she can’t use it anymore.
Its a little hole, so he had to have stuck his hand under it, Felton said. My dogs aint no vicious dogs; they are trained to protect this yard.
The Code of Hammurabi in ancient Babylon had a Buildings section"
Basic translation - "If the house collapses and kills anyone, the builder shall be put to death."
Exodus 21:28, 29 If an ox gores a man or a woman to death, the ox shall surely be stoned and its flesh shall not be eaten; but the owner of the ox shall go unpunished. If, however, an ox was previously in the habit of goring and its owner has been warned, yet he does not confine it and it kills a man or a woman, the ox shall be stoned and its owner also shall be put to death."
Felton - "Maybe I'll fix that 'little hole'...

Smartest Chow I ever met bled out in my back yard, dumbest neighbor I ever had called the Cops.
I buried my Dog on the premises, I think the dumb neighbor donated his Chow carcass to the nearest landfill.
(Idiot moved out a couple weeks later, complained to the Landlord about me ... I don’t think he got his whole deposit back. His Landlord has been a friend of mine for more than 20 years)
Irresponsible owners and vicious dogs are a bad combination I was on the receiving end of when I was very young. I have absolutely ZERO tolerance for the stupid beasts and feel no remorse for perforating their carcass if they get stupid in my AO.
My "vicious dog" is in my pocket. He "barks" here and "bites" over there.
Difference being, I have control over mine. d:^|
I would guess you have small children.
A dog could unexpectedly bite one’s face if teasing is taken as provocation.
I fool with dogs a lot, do a lot of bitework with police/military type dogs. Most of these are pretty social, with a protective edge. I wouldn’t trust a chow, ever, unpredictable and not very intelligent, which is a bad combination.
I was speaking with a receptionist at a company where I call. She told me about her dog
It in none months old now and as big as it is going to get. She was worried...... it lost weight from 2 pounds 10 ounces down to 2 pounds 8 ounces
I loved Merlin, but when he snapped at my son, I couldn't take the risk.
We have another black lab, a female. Thinking about getting a puppy, but I would not buy another chow.
I think German Shepherds are very intelligent.
Anyway, as you say, unpredictable and not intelligent. Not good.
Your job sounds interesting. :)
