Witnesses say Jacksonville dog attack victim was dismembered

The Jacksonville Sheriff’s Office has identified a man killed in a dog attack as 83-year-old Michael Downing. Downing was killed by his neighbor's dogs at about 4 p.m. Friday, officials said. The hole in the fence where witnesses said the dogs came through is now boarded up. Witnesses Mackenzie Partin and Eddie Edwards said Downing’s body may have been dragged into the dog’s yard because they saw his body on the other side of the fence.

The Franklin Arms apartment community is mourning the loss of Downing, whom they described as a helpful neighbor and happy man. “He always had a big smile on his face,” said neighbor Mark Jones.

Police roped off an area near the Dumpster where Edwards and Partin spotted the body. “By far it's probably the worst thing I’ve ever seen in my life,” said Partin. “There was only 30 percent left of his body probably.” Partin said Downing was dismembered and barely recognizab

Lephus Felton, the dog’s owner, says his dogs are Rottweiler, Shepherd and Chow mixes.

“I am sorry the guy got killed but he had to be antagonizing my dogs,” said Felton. He said the hole in the fence in his backyard where the dogs may have gotten to the man wasn’t very large.

Lephus Felton owns the dogs, and he said one is a rottweiler, but the other three are mixed breeds consisting of rottweiler, German shepherd and chow chow.

Felton said the dogs are trained and obey orders, but the problem is he wasn’t home at the time of the attack.

We had a chow chow that was aggressive/dominant. Even as an eight-week old puppy, he terrorized our adult black lab.

Finally, after he snapped at our toddler son (and after we had visited three vets, tried special training and medication), I finally had him put down. It was one of the hardest things I ever had to do.

But I could not have forgiven myself had he injured (or worse) my little boy.

Merlin (the chow chow) had bitten our neighbor, and one time, when our back door was open, a St. Bernard was being walked in the alley right next to our backyard. I didn’t know the front door was open.

Merlin raced through the house at lightning speed and jumped up and attacked a dog four times bigger (at least), grabbing the dog by the throat.

He was just ... it was like a switch went off. When we brought our son home from the hospital, my husband said that he looked at our baby and me like I was holding a roast chicken.

Actually, although they didn’t name the breeds on local news last night at least one of the dogs, maybe two, looked like Rottweilers or perhaps Cane Corso. One was light colored, almost looked like a blonde Lab. All are being evaluated for whether or not they had been “trained” as attack animals. All will almost certainly be put down. The owner is almost certain to be charged with something. If the evidence proves they were training to attack he’s probably going to prison.

Is it possible that the 83 yr. old gentleman died, or collapsed on his property and the dogs reacted accordingly?

Has the cause of death been determined?

The behavior you are describing is not uncommon for Chow chows . That dog was bred to keep other animals away from the farmers flock and bred to hunt down what ever came near it not just run them off.

Not really the kind of dog people should keep where they have close neighbors .

I personally don’t like the way they seem to wig out and find them to difficult to handle . Friend of mine had one and she could not even let it run her fenced yard . She had to hardwire in her porch and keep the dog in there if she did not have it leashed . Never had any trouble like that with any of the huge Mastiffs I have kept the largest being 230lbs .
