On Friday, July 22, just as members of his party were gathering in Philadelphia to coronate Hillary Clinton as their presidential nominee, the Obama Administration once again released a sweeping gun control measure by executive fiat. This time the bad news came via the U.S. State Departments Directorate of Defense Trade Controls (DDTC), which is primarily responsible for administering the Arms Export Control Act (AECA) and its implementing rules, the International Traffic in Arms Regulations (ITAR). The upshot is that DDTC is labeling commercial gunsmiths as manufacturers for performing relatively simple work such as threading a barrel or fabricating a small custom part for an older firearm. Under the AECA, manufacturers are required to register with DDTC at significant expense or risk onerous criminal penalties.

And I think what the article says is “commercial gunsmiths” so my interpretation is that the hobbyist/owner isn’t someone covered by this in toto.
So, if I want to put a scope on my rifle I have to be a ‘manufacturer’?
This is an attack on gunsmiths now, but also any gun owner who has modified their firearms in any way.

NRA is NOT a conservative organization. It is a pro gun organization. Harry Reid at the time, blocked anti gun legislation. Once he showed his true colors they blocked donations and publicly vilified him.
Currently(unfortunately) they are backing Ryan in the primary strictly on his progun record and because he’s the incumbent. If Ryan is successfully primaried against, they will back the progun candidate in the general.
OR Congress can pass a law defining specifically what constitutes a "manufacturer" and thus nullify the EO. Where are our legisltators??
