Agreed. There are plenty of legitimate concerns about Hillary. I think this was just a failed attempt on her part to be amusing.
Either way, it makes her look bad. If a seizure, then she isn't physically up to the job of president. If she's mocking seizure victims, then that makes her a hypocrite in view of her ad slamming Trump for allegedly mocking a disabled reporter.
Personally, I think it's just a display of her warped sense of humor, something akin to her dog barking.
No doubt about that.
It was very creepy to the point she looked demon possessed.
Look at the female reporter on the left. She has a look of genuine surprise/shock that does NOT indicate that Hillary was initially playing. She then starts laughing as Hillary bobbles her head on purpose and starts making a joke about the drink from which she did not even get a chance to take a sip.

Look at the angle from Hillary’s left at the website (sorry to refer you there) and you will see the reporter to which I am referring.

I don’t know whether this was a medical issue or Hillary being her usual bizarre self. It was extremely weird whatever it was. However, my dream is for one of her coughing attacks to render her speechless during the debates. Just the fact that it could happen at any time has to add to her anxiety going into each debate.

Wife is a neurologist and definitely thinks it was a seizure. An absence seizure. During these type of spells, patients can have automatisms (such as stereotype head jerking, or picking at things in the air) and brief lapses in awareness.
In an adult, absence seizures may result from brain pathology (such as strokes, head trauma, or tumors).

GABA agonists may attenuate some abuse-related effects of cocaine, but are also known to induce absence seizures.

The absence seizures could be the aftermath of that head trauma.
One nod of the head is a surprise. Several like that is a seizure. Watch the eyes. she has a hard time stopping. She’s on meds for sure.
