This is such weasel words that it isn’t positively clear what this means. Would you, or I, be a suicide bomb if this was the only way to eliminate a public threat like, say, the Dallas jihadist? It might better read “suicide bombing is acceptable in circumstances of... [a list].”

Not surprising in the least. I am hoping Trump will stop all Muslim immigration his first day in office, citing reasons of National Security.
Hopefully having done his homework about the best way to do it... because if it depends on self identification, as an apparently not unsympathetic American imam pointed out, suddenly we will never have seen so many Middle Eastern “Christians.” It’s going to have to throw the old taboos on profiling completely out the door.
