Sure he can. Ford pardoned Nixon who was never impeached and never charged with a crime.

if Trump somehow finds himself in the WH it is likely that the obozo will be indicted for fraud re his legal status to be president. If that occurs it is a no brainer that he will be found guilty as charged and everything the obozo did while in the WH will immediately null and void. I suspect there will be a hot revolution before any of that will ever take place.

So Bush could have rescinded Mark Rich’s pardon but let it stand.

DL, Fido, Judge Napolitano is the real deal....he can and does read the law as intended....the Judge is always on the correct side of the law as written....few who read his views fail to realize it....there are so few like him.. Most lawyers, judges, clerks, PARSE the laws the way they were taught to 'read' them....by less than extraordinary legal professors who can't help but bend legalize to their way of thinking...not the actual intent of the law. Obama is the prime example of "law bending".

I do believe there is a catch. That catch being the delivery and acceptance of the pardon. But I say hey, if the Democrats made the case that the President has just as strong a power to rescind the pardon of a previous President, we should test it in the courts. This argument came up when they feared Bush would pardon himself before he left office, for imagined war crimes they insisted he had committed.

Neither did I.
It all came to my attention today and I went looking for validation.
I think that is why some of my links didn't work ... yes ... I DO wear tin foil.

“Judge Napolitano is the real deal”
Judge Nappy head is a dissembler of the left. A POS stooge to assuage the ignorant asses that everything is not as bad as it seems. A pressure valve.
Fox news is chock full of these leftists. See Krauthammer et al.
To: yoe
Judge Napolitano and Rudy Giuliani are interesting to listen to but they’ve been wrong about everything. They were wrong about Loretta Lynch and James Comey having any semblence of honor and integrity. They were wrong about Hillary and her aides being charged/indicted. They were wrong about a possible rebellion in the FBI and they were wrong about any massive public outcry for justice. Other than that, their analysis was spot on.
To: yoe
Napolitano labors under the delusion that we still have laws in this country that apply to everyone. After all the evidence to the contrary, he still wants to believe it.
To: Robert DeLong
Yes, I believe the issuance of an acceptance of a pardon is a de facto admission of guilt.

Ford pardoned Nixon for just about everything before Nixon was charged of anything.
