They care about the economy because their freebies are passed out in devalued dollars and there are less “makers” providing them; that is why their areas are deteriorating physically (there is no money left to fix anything).

Gangs have been an integral part of Chicago politics since Jeff Fort and the El Rukn’s. It progressed with the Black Gansgster Disciples and their ability to “get out the vote” for candidates in black districts and also to elect Daley, Harold Washington, and then Daley Jr.
The Latinos quickly learned the same tricks and the latino communities often get help from the Latin Kings and other gangs to “get out the vote” (luis gutierrez).
The city considers these gangsters to be community organizers and they have much clout. Not the low level drug pushers, but the gangs as a whole, will never be eradicated. It is a parasitic relationship, the Dems rely on the gangs to “get out the vote” and make sure all those elderly get to the pols and to make sure no one gets off the plantation and votes the “wrong way”, but at the same time they have to be somewhat critical of them, but they will NEVER go after the gang leadership. They need it too much.
The wards and the alderman depend on the gangs in neighborhoods. It isn’t going to change. To these aldermen, the police are the enemy, not the gangs (not to mention how much kickback probably goes into the aldermans pockets or coffers).

Government agencies are not accountable for getting a job done. The only responsibility they have is to “do the job”.
If you were getting paid $100k a year, to address a problem, no matter how long it took, you would never solve the problem. It’s a cash cow.
This is the problem with bureaucracy.
Private institutions get paid for results.
I only get paid after a sprinkler system is installed. Sure, I might get a deposit, but I don’t get paid until the job is done to the satisfaction of my customer.
Try and propose that to a bureaucrat.

The problem here in NJ is that current revenues are needed to pay people who retired 20 years ago...
yes, our legacy costs for Chicago and Illinois in general consume around 80% of our budget. We are in the same situation, and it is only going to get worse over the next ten years.
Sure...everybody knows that. Take states like North Dakota, Montana, Wyoming, Idaho...do you know that children as young as 12 regularly have access to guns? Why, when I was 14 I owned three...and the local authorities do nothing! The number of guns per capita dwarfs places like Chicago.
That's why Bismarck has such a drive-by shooting problem!

Yep - my Dad bought me a daisy BB gun when I was 4 - had to rest it on a sawhorse in the attic because I couldn't hold it up steady enough to learn to aim. He took me shooting a lot and by 14 I was competing at the local gun ranges. he taught me well and at 63, I remember all the lessons and have managed not to shoot myself or anyone else.
When we were kids in the suburbs, we would run the fields of undeveloped land with our BB guns and have a blast - nobody called the cops to claim they had been scarred for life and we were all familiar with gun safety so nobody lost an eye or sustained serious injury.
Article completely ignores the FACT that the Chicago Police have effectively been neutered by Rahm Emmanuel himself through numerous multi-million dollar "wrongful death" lawsuit settlements, prosecution of police for simply doing their jobs to shut down the gang violence, relentless media attention on cases like Laquan McDonald,
Then there's the multi-page "contact form" every CPD officer has to fill out whenever they even so much as TALK to someone, documenting why that person was stopped/contacted and the result of the contact to comply with a settlement with the ACLU.
Oh, did anyone mention that Chicago Police contacts with ordinary citizens and stops of gang bangers has plummeted some 80% as a result of all the above?
Yeah, no wonder Chicago's a mess: Social Experimentation/meddling with police business!
This is why I carry each and every time I go into the city, because the Chicago Police certainly aren't going to keep me --- or anyone else safe!
Hindsight suggests that's not a bug but a feature.
