yes, our legacy costs for Chicago and Illinois in general consume around 80% of our budget. We are in the same situation, and it is only going to get worse over the next ten years.
It just makes it impossible to retain good employers and workers (or attract either); who wants to buy into a massive IOU (from which they never benefited)?
