Every ballot will show all candidates who filed papers. Candidates cannot be removed once papers are filed
This is the way it has been for a very long time

Ohio lists a different random order of candidates in each precint. I was surprised by the the alphabetical order for the first block.

If I'm reading that mess correctly and understand what's being said, it shouldn't create that big a problem. The very first choice a voter makes is for delegate-at-large, and the candidates are clearly listed. They're also clearly listed for the second one.
Are they saying the second one won't be counted? If it is counted, would it disqualify a vote which wasn't the same in both cases? That would create a problem.
One problem in some states is early voting and mail-in ballots that have already been returned A lot of votes have been thrown away on candidates no longer in the running. It's another reason why early voting should not happen.

There is nothing confusing about that. It says vote in each box. A person doing so will get their vote correctly counted for the at-large position.
I suppose some people could skip the first box, and just vote the 2nd. Why? Why would you ever do that?
