TRUMP POSITION PAPER: HEALTHCARE REFORM TO MAKE AMERICA GREAT AGAIN

On day one of the Trump Administration, we will ask Congress to immediately deliver a full repeal of Obamacare. We will work with Congress to make sure we have a series of reforms ready for implementation that follow free market principles and that will restore economic freedom and certainty to everyone in this country. Congress must act. Our elected representatives in the House and Senate must:

1. Completely repeal Obamacare.

2. Modify existing law that inhibits the sale of health insurance across state lines.

3. Allow individuals to fully deduct health insurance premium payments from their tax returns under the current tax system.

4. Allow individuals to use Health Savings Accounts (HSAs).

5. Require price transparency from all healthcare providers, especially doctors and healthcare organizations like clinics and hospitals.

6. Block-grant Medicaid to the states. The state governments know their people best and can manage the administration of Medicaid far better without federal overhead.

7. Remove barriers to entry into free markets for drug providers that offer safe, reliable and cheaper products. Congress will need the courage to step away from the special interests and do what is right for America.

Tort reform can happen right now.

Malpractice suits are a state matter, not a federal one. They are filed in state courts. And in about half the states there already is some sort of tort reform that caps malpractice payouts. Evidence indicates that this has reduced malpractice premiums in those states but has done nothing to lower the cost of healthcare insurance.

I know. Many want it at the federal level and would prefer keeping Obamacare in place as a hostage for politician fundraising.

You are describing FSAs (Flexible Spending Accounts). HSAs have ALWAYS been able to carry forward and the money is yours for life (or until the liberal elites take the money from you by changing the law). I have an HSA today and have had it for three years and it covers everyone who is in my health plan.

Need to repeal the mandates like that all plans need birthcontrol or abortion coverage or whatever.

Let the choices be more cafeteria.

- Allow all individuals to use Health Savings Accounts (HSAs), and make those contributions tax-free and allow them to accumulate year after year. Make them part of an individual’s estate, able to be passed on to heirs without fear of any death penalty.

Up here it has been a monopoly for years. The medical/insurance/government complex has cut the pie to fit them.

Competition would be nice, lots of it.

and no mandates on the insurance.

Purchasing across state lines will have zero effect on the price. Companies price the insurance based on where the service is delivered not where it is purchased. So if you live in a high cost state and go to a low cost state to purchase the coverage the zip code you live in drives the cost.

It sounds great will do nothing to lower anyone’s insurance cost.

I think you are confused. The problem today is that regulation precludes many insurers from covering people across state lines. It speaks to COMPETITION and not location. In other words, this will allow more insurance companies to offer plans in your state/region. Even if health care costs are higher in your region, you will almost always see better pricing when more competitors are available.

The other aspect of Obamacare that must be changed is to eradicate mandates on insurers so that this “one size fits all” coverage is no longer imposed. When we can tailor fit a plan to our particular needs, we can pick and choose where we want to spend our money. For example, why should a 60 year old man have to pay for pregnancy coverage or birth control costs??
