Caucus is a bunch of scheduled meetings, run by the party. Starting times can be whenever the locals want, as long as it is between 5 and 7 pm local time. Ending time can be whatver the locals want, as long as it is before 9 pm local time. There is no statewide "fixed" scedule, other than they all have to close their meetings by 9pm local time.

Clark County has 40 such meetings. The Clark County meeting schedule is ...

   7:00 pm - Delegate Nominations & Elections Begin

It's a sanity check / bellwether indicator for Trump. If he wins big here, it shows he

a) does respectably in the more staid, rural midwest (Iowa)

b) outperforms in New England (New Hampshire, big surprise) c) doesn't repel strong evangelicals in the Bible Belt (South Carolina) d) plays well in the West

which leaves basically California, Vermont, and Minnesota as Dem Shoo-ins, and maybe Maryland. Even New York and New Jersey will be in play.
