Is it illegal to distribute flyers now or something?
Besides, the people who did this were black, in which case when the police discover the true culprits absolutely no charges will be filed.

They say there's nothing in the flyer that is a hate crime or hate speech, but officers are still looking for whoever dropped the packages in people's yards.
