Give the perp a month of community service --- picking up litter. That would be fitting, wouldn't it?
I don’t think most littering triggers a police investigation.
The problem with prosecuting hate is: Who gets to define hate? In this case, its apparently the police chief:
“We don’t want that information in our town.”
I hope I never drive through his town with a ‘hateful’ bumper sticker.
