They aren’t civilians if they’re enabling and/or profiting from either ISIS or the money that’s being given by shadow groups to fight the legally elected government.
That happens in war; look what we did in Dresden, Hiroshima, Nagasaki, and Tokyo. War is bad, and civilians die. The goal is to end a war quickly - with victory - not to end it with a loss the way Obama always does.

It teaches the enemy that if they hold on long enough they will not only win they’ll get huge reparations and can send their undesirable citizens to the United States as refugees. Frankly, I like the Soviet approach.

But it does. The US is weak-willed, squeamish, politically variable, cannot hold ground once taken, needs armies of lawyers to make the go no-go decision allowing plenty of time to re-arm or to get away.

How could it be they bombed civilians when they are now all in Europe or could it be they are bombing Syrian civilians because all the terrorists went to Europe, well either way there are no civilians in islam so BOMBS AWAY!

If your goal is to win a war, then civilian casualties are inevitable. Anyone who says otherwise is delusional. I’m as patriotic as anyone, but I believe the civilian casualty total for the Iraq war was 80K—and that may be low.
On the flip side, if you are just pretending to fight a war, then call off an airstrike every time there is ANY risk of civilian casualties.
No war is won until one side breaks the other side's will.
