Virginia to end concealed carry reciprocity with other states

RICHMOND — Attorney General Mark R. Herring (D) plans to announce Tuesday that Virginia will no longer recognize concealed carry handgun permits from 25 states that have reciprocity agreements with the commonwealth.

The move also means Virginians with a history of stalking, drug dealing or inpatient mental-health treatment cannot obtain a permit in a state with comparatively lax laws and carry a handgun legally at home.

Herring said severing the out-of-state agreements can prevent people who may be dangerous or irresponsible from carrying a concealed weapon.

“To me, this is a commonsense step that can help make Virginians and our law enforcement officers safer by ensuring that Virginia’s laws on who can and cannot carry a concealed handgun are applied evenly, consistently, and fairly,” he said in a statement provided to The Washington Post.

“Our General Assembly has already identified who can and cannot conceal handguns in Virginia, and we cannot have that decision undermined by recognizing permits from other states with more permissive standards.”

Basically a couple of ZIP codes around Richmond and the Tidewater area, when coupled with all of the metro/homo sexuals in Loudoun and Fairfax counties now outweigh the entire rest of the state.

1-I don’t have any plans on going to VA....ever.
2-”Concealed” means CONCEALED, so I don’t pay much attention to “gun-free zones”.

Yeah, sort of like we have for queer marriage.

Wouldn't it be funny if the states who don't care for queer marriage decided that they will only recognize it with states who were also on their concealed carry reciprocity list?

Really glad to have moved out of there this summer. Didn’t this clown just ban concealed carry at rest stops, too? Yeah there’s a restriction I’m sure gets followed to the letter every time...

Since we already know that veterans are on the government watch list as "potential terror suspects", you can see how any veteran who has been through the VA "health-care" system for anything worse than athlete's foot can and will be denied his 2AM rights.

Their licensing looks to be little more than a short online course and a background check. So now they won’t honor my illinois permit that required sixteen hours and range testing?

SCOTUS already opened that door with the gay thing that all states have to recognize gay marriage, a law in one state is valid in all states hence CPL’s.

Being VCDL, do you have any further information on what mechanism is being used here? I just find it unusual that the AG has the unilateral authority on something like CCW reciprocity. I’d think rescinding it would require legislative action.

For me it was a copy of my DD-214 and they did a background check. Oh and my money....I have to ASK and PAY to exercise my Constitutional RIGHT.

Mark me as following this thread. Due to renew my VA resident CCL this spring, so the idea of these jack-holes screwing with the reciprocity rules for their own gain is pi%%ing me off.

I did notice while doing my research that they do have nonresident permits at $100 a pop, so they seem to be able to trust us foreigners for the right price.

2A arguments aside for the moment, I really hate this sort of thing. Folks in the executive branch are supposed to be enforcing laws, not making laws or changing laws. As a first step, let the VA legislature debate this, then vote on it.

And, no, I don’t by the argument that this is a “regulation”. Call it what you will, but it’s a law.

Why is this not the perogative of the Legislature?

How does the AG just decide to do this on his own?

Isn;t reciprocity in a law already?

We have a state legislator in Wyoming working on a draft of a law for next session that will end Wyoming's recognition of license plates and driver's licenses from those states that do not recognize and reciprocate Wyoming's handgun carry licenses- which are not required for carry within the state for lawful carry either openly or concealed.

I guess the folks from Virginia visiting Yellowstone might take new notice of their state's treatment of other citizens when they have their illegally licensed cars crushed on the spot.
