Ceasefires and a political resolution?

This is what 0bama said and I have yet to hear anyone ask the White House about this.
Both of these require recognition and to a certain extent legitimacy of our counter part in this war.
Is 0bama willing to negotiate with ISIS/ISIL whatever?
Does he really want to "pursue ceasefires and a political resolution to the Syrian war?"
Who are the other members of this "International Community" that are willing to "negotiate a ceasefire or Political solution?"
When you "negotiate" you, by default recognize their legitimacy and therefore elevate them.
Is this what 0bama is trying to do?

It means Obama wants Russia to stop bombing “our” jihadis. And for ISIS to stand fast and consolidate the positions they currently hold.

He is ‘pursuing the process’...which is bureaucrat speak to make it look like they are doing something when they are diddling around.

He’s obviously not talking about that, because he talks about a ceasefire allowing them to pursue ISIS in the next sentence. I think he is talking about a ceasefire between the Syrian government and the various rebel groups that are fighting it.
Of course, many of those rebel groups are allies of ISIS, so, as policy, it still doesn’t make any sense.
