They are saying on KNBC that the shooting occurred at a banquet hall in the building and involved people in a party. The party involved a room with no security and easy access. The San Bernardino Health Department was at the party. I gather it was a Christmas gathering.

...... At this point it is beginning to appear that this guy was part of some kind of inserted cell and either jumped the gun or decided on his own that he had found his target then quickly deployed the others into some type of predetermined action.

I swear I just heard on fox news interviewing some one that the party at building was not a Christmas party etc. The person being interviewed probably still didn’t give the full reason behind the party. something Environmental about party, I still have doubts about the true intent of the party. I have doubts about that, probably one of the terrorists got laid off because of finances got cut because job was attached to finances of Obama care, my gut feeling is this can be directly link to Obama care, it will be easier to confirm something like that after names of victims are released and then we can see which real department the victims worked for, maybe if they are democratic appointed jobs etc.
