Authorities are responding to a report of 20 victims in a shooting in San Bernardino on Wednesday.
The incident was reported in the 1300 block of S. Waterman Avenue (map), according to the San Bernardino Fire Department.

My guess is that it is either a militia action or terrorism.
But Occam's razor would lean toward terrorism if only because of Paris and the refuge situation in Europe and the U.S.
Conspiracy theorists might add another possibility: Obama sent the CIA or some other operatives in so that he could further his gun control agenda (which he is already trying to insert into this situation).

Certainly doesn't appear to be the typical workplace shooting by a disgruntled employee, with 3 shooters.
Based on reports this was not a disgruntled employee incident.
This seems to be a tactical hit where the shooters got away.
Hanukkah starts on Saturday. It makes sense to have a holiday party this week.
They probably switched cars as soon as they could. This was a well-planned hit.
