That is a really stupid argument to make that ISIS has been contained geographically.
It implies ISIS has operatives throughout the world.
Obama needs to stop digging when he is in the hole.

The talking heads on the Sunday morning political talk shows this morning said that Obama was still fighting ISIS in the "last war". Especially after his "ISIS is contained" remarks. That ISIS has moved on to the downing of the Russian airliner, the Beirut suicide bombing and now the Paris attacks.
The analysts pretty much said his administration was out of touch and a day late and a dollar short in taking the fight to the enemy's current strategies.
