Republican presidential candidate Jeb Bush says he's conflicted about the death penalty.
The former Florida governor says on NBC's "Meet the Press" he had a hard time "as a human being" signing death warrants, in part because it conflicts with his Catholic faith. He adds that executions take too long to carry out and the years of delay do not help the victims' families. Bush says he remains a supporter of capital punishment but feels public policy should be reformed.

“Conflicted” is a euphemism for “no idea where he stands” (or more probably, “depends on who my audience is”). Just another signal of how lame he is.
I’d support the death penalty if I actually trusted the american legal system.
You know Jeb, when you talk more like a Democrat than a Republican (and nowadays, maybe the distinctions are too blurred), don’t be surprised when you get very little traction from Republicans.

In a minor way, so am I conflicted. Not only do I support capital punishment, but I believe it should be inflicted in the old way, that is, in public as a deterrent to others.
But we don’t. We hide the executions. If we are too sensitive to watch what the state is doing in our name, then maybe we shouldn’t be doing it.
He would kill for his father, even go to prison for it. How is that consistent with his Catholic faith?
First we need to “reform” murder. Maybe we can cut down on the number of homicides. Hey! Here’s an idea. Let’s make background checks mandatory for everyone who wants to kill somebody.

I can agree with that.
By the time the sentence is carried out an entire generation has no idea why the perp is being put to death.
It needs to be carried out while the crime is still fresh in the people's mind.

No, “conflicted” means that his firmly held views conflict with the views of the voters who are necessary to getting him the prize he wants.
Hang 'em high! No more of this needle in the arm bull$hite where the vendors of drugs can shut things down by refusing to sell. Rope is much more plentiful and easy to buy.
