BERLIN Volkswagen AG Chief Executive Martin Winterkorn resigned Wednesday in the wake of a developing emissions scandal that has stunned the auto industry and slashed the car makers market value.
Volkswagen needs a fresh startalso in terms of personnel, Mr. Winterkorn said. I am clearing the way for this fresh start with my resignation.
Mr. Winterkorn said that he accepted responsibility for the irregularities found in diesel engines and has asked the supervisory board to agree to his stepping down. He said, however, that he wasn't aware of any wrongdoing on his part.

It is a falsehood to call the Toyota problem with the cruise control a hoax. It was a real problem and went back years. It wasn't related to the floor mats despite the spin.
Apparently he was too stupid to turn the key off. It would be a HUGE issue if turning the key off would not turn off the car.
And they later found (via the cars black box) that he was applying the accelerator himself.
What I found dishonest about the unintended acceleration hoax is that any car's brakes, unless they are damaged and inoperable, will overpower even full throttle acceleration--every time. The people with this alleged "problem" obviously panicked and didn't realize they were stomping the accelerator pedal to the floor and not the brake pedal.

They will, if you apply them firmly once, for as long as necessary to stop the car. If you make multiple half-hearted attempts you may well overheat the brakes and render them useless.
I was then, and still am skeptical about claims of unintended acceleration caused by mechanical faults. There may have been a few, but once you start publicizing a story like this the crooks and idiots come out of the woodwork and start making claims.
A local Audi dealer had a cash $$$ offer.
He holds the brake pedal down, if you can make the car move; you get the cash.
Most cars can stop from 60 mph in around 3 seconds, not counting RT.
Few cars can go 0-60 in 3 seconds.
If the “fix” is to bring the car to the dealer so they can change the software, stay away.
You know performance will suffer.
As I understand it VW met the requirements as written but not the intent.
these vehicles will not be allowed to pass state inspection or renew registration untill they have been recalled and pass the EPA emissions guidelines. state inspectors plug the cars OBDII plug into a reader that connects not only to a state database but also to the cars ECU tje car reports among other things its current firmware and ecu version. along with its emissions compliance and sensors as well as cumulative mileage and engine hours run. any vehicle not reporting to the machine doing the inspection the current and epa approved ecu software will fail inspection at that point. in Texas you have to have a valid computer verification of your ecu in the state database before they allow you to have valid plates or stickers. cops also have access to the state inspection database , registration database and valid proof of insurance database there is no fake stickers anymore the cars vin and ecu have to be connected to the state computer box yearly.
If you have your car's software to run in one mode when it's having its emissions checked and in another, much less clean mode for normal operations then there is nothing above board in that. You have designed your car to evade the law.
Considering how this administration creatively interprets the law I’m not sure I agree.
The govt changes regulations and interpretations on whim and companies are expected to meet the often capricious officials agenda.

Yep. A lot of people don't get that F=m*a concept though. Tried that right here a few years back on some "throttle stuck open" thread and folks just didn't believe that brakes would outpower the engine.
